'Verdana','sans-serif'\">Nel corso dell&rsquo;ultimo Consiglio comunale,<br \/>\nricordiamo la forte presa di posizione da parte della minoranza di<br \/>\ncentrosinistra in merito alle variazioni di bilancio approvate dalla Giunta<br \/>\nGigantelli e sottoposte all&rsquo;attenzione dei consiglieri perch&eacute; fossero<br \/>\napprovate. Le variazioni erano contenute all&rsquo;interno della manovra di<br \/>\nassestamento di bilancio, redatta alla fine dell&rsquo;anno, come &egrave; consuetudine. La<br \/>\nminoranza consiliare ha abbandonato l&rsquo;Aula preannunciando un ricorso al<br \/>\nPrefetto ed alla Corte dei conti. Questo il parere dell&rsquo;Assessore <span style=\"color: black\">Assessore alle Comunicazioni<br \/>\nIstituzionali, Relazioni Esterne e Organizzazione Eventi, <\/span>Antonio Tateo,<br \/>\nin replica alla minoranza.<span style=\"color: black\"><o:p><\/o:p><\/span><\/span>\n<\/p>\n<p class=\"MsoNormal\" style=\"margin-right: 7pt; text-align: justify\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'\"><o:p>&nbsp;<\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\" style=\"margin-right: 7pt; text-align: justify\">\n<b><span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'\">D. La minoranza vi accusa di avere portato in Aula un<br \/>\nprovvedimento blindato. Che bisogno c&rsquo;era, visto che i conti sono a posto?<o:p><\/o:p><\/span><\/b>\n<\/p>\n<p class=\"MsoNormal\" style=\"margin-right: 7pt; text-align: justify\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'\">R. &ldquo;Quando sono<br \/>\nstate approvate le variazioni di bilancio, esse sono state comunque poste<br \/>\nall&rsquo;interno di un programma gi&agrave; approvato dall&rsquo;organo consiliare. Mi riferisco<br \/>\nal bilancio di previsione. Abbiamo avuto solo uno scostamento di somme. Tra<br \/>\nl&rsquo;altro, va detto che la normativa prevede che le scritture contabili, lo<br \/>\nstesso Regolamento di contabilit&agrave;, abbiano una caratteristica. Ossia, una sorta<br \/>\ndi certificazione da parte dell&rsquo;organo di revisione. Le proposte di variazione<br \/>\nsono, sotto il profilo della congruit&agrave;, coerenza ed attendibilit&agrave;, in presenza<br \/>\ndi un parere dei revisori dei conti, legittime. Quindi, per noi basta questo&rdquo;. <o:p><\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\" style=\"margin-right: 7pt; text-align: justify\">\n<b><span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'\">D. Questo pu&ograve; giustificare di per s&eacute; una chiusura al<br \/>\ndibattito in Aula su un provvedimento di questa rilevanza?<o:p><\/o:p><\/span><\/b>\n<\/p>\n<p class=\"MsoNormal\" style=\"margin-right: 7pt; text-align: justify\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'\">R. &ldquo;Allora, nel<br \/>\nConsiglio comunale tenuto il 28 novembre, l&rsquo;opposizione fece una richiesta. Ci<br \/>\ndissero che si approvava una variazione di bilancio in Giunta che, in seguito,<br \/>\nsarebbe stata ratificata dall&rsquo;assise consiliare. Ratificare significa non dare<br \/>\nspazio alla discussione. Voglio ripetere un concetto, anche se rischio di fare<br \/>\nun gioco di parole. L&rsquo;assestamento di bilancio si realizza grazie alle variazioni<br \/>\ndi bilancio. il bilancio si assesta mediante le variazioni. In quel Consiglio<br \/>\nsi disse che, visto l&rsquo;intendimento della maggioranza di effettuare una semplice<br \/>\nratifica, un bilancio, in genere, non diventa molto leggibile costituito solo<br \/>\nda aride cifre. La minoranza propose che l&rsquo;Amministrazione, in maniera<br \/>\npuntuale, fornisse tutte le cifre relative alle singole voci, tanto in entrata<br \/>\nche in uscita. Questa cosa &egrave; stata puntualmente attuata dal Sindaco. E&rsquo; stata<br \/>\ndepositata una relazione del Sindaco presso la Commissione consiliare<br \/>\ncompetente. In questa relazione, venivano spiegate le voci in entrata e quelle<br \/>\nin uscita&rdquo;. <o:p><\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\" style=\"margin-right: 7pt; text-align: justify\">\n<b><span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'\">D. Quindi, la minoranza avrebbe torto, secondo lei,<br \/>\nquando sostiene che l&rsquo;Amministrazione ha presentato un provvedimento a scatola<br \/>\nchiusa, una sorta di prendere o lasciare.<o:p><\/o:p><\/span><\/b>\n<\/p>\n<p class=\"MsoNormal\" style=\"margin-right: 7pt; text-align: justify\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'\">R. &ldquo;Assolutamente<br \/>\nno. Non esiste. Non esiste proprio. Non c&rsquo;&egrave; alcuna scatola chiusa. Lo ripeto:<br \/>\nsi tratta di variazioni di bilancio contenute all&rsquo;interno di un provvedimento<br \/>\nnel quale &egrave; presente una certificazione da parte del responsabile del servizio<br \/>\nfinanziario, dei revisori dei conti. Mi piacerebbe che lei ribadisse proprio<br \/>\nquesto. I revisori dei conti hanno applicato la diligenza professionale del<br \/>\nmandatario. Hanno una responsabilit&agrave; patrimoniale, contabile ed anche di tipo<br \/>\npenale. Quindi, tutte le accuse sono solo frutto di fantasia. Ovviamente, cos&igrave;<br \/>\ncome richiesto, gli atti saranno inviati al signor Prefetto, alla Corte dei<br \/>\nconti, per tutti i controlli che sono dovuti. Non abbiamo nulla da temere&rdquo;.<o:p><\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\" style=\"margin-right: 7pt; text-align: justify\">\n<b><span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'\">D. La minoranza sostiene altres&igrave; che all&rsquo;interno di<br \/>\nquesto provvedimento vi sarebbero deliberazioni in favore degli amici degli<br \/>\namici cos&igrave; come vi imputano un ricorso eccessivo allo strumento delle<br \/>\nconsulenze, in special modo legali. Le risulta?<o:p><\/o:p><\/span><\/b>\n<\/p>\n<p class=\"MsoNormal\" style=\"margin-right: 7pt; text-align: justify\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'\">R. &ldquo;Assolutamente<br \/>\nno. Sono dichiarazioni, a mio modesto avviso, fuorvianti. Ci sono solo delle<br \/>\nvariazioni di bilancio, in merito ad alcune liti pendenti. Esse sono<br \/>\nregolarmente il frutto di istruttorie da parte degli uffici competenti. Quanto<br \/>\nagli amici&hellip;gli amici degli amici, a Turi, li abbiamo tutti. Anche quelli della<br \/>\nminoranza hanno gli amici degli amici e sono amici degli amici. E sono comunque<br \/>\namici nostri&hellip;&rdquo;<o:p><\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\" style=\"margin-right: 7pt; text-align: justify\">\n<b><span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'\">D. &ldquo;&hellip;insomma, maggioranza e minoranza siete amici di<br \/>\ntutti, alla fine&hellip;&rdquo;<o:p><\/o:p><\/span><\/b>\n<\/p>\n<p class=\"MsoNormal\" style=\"margin-right: 7pt; text-align: justify\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'\">R. &ldquo;&hellip;siamo tutti<br \/>\namici di tutti.
