color: #333333\">Abbiamo visto come<br \/>\nl&rsquo;Assessore al bilancio nella Giunta De Grisantis, Menico Coladonato, giunse a<br \/>\nconsiderare la possibilit&agrave; di rinegoziazione dei mutui pregressi, la quasi<br \/>\ntotalit&agrave; dei quali contratti per investimenti in opere pubbliche. &ldquo;Solo un<br \/>\nmutuo non riguardava la realizzazione di opere pubbliche. Fu contratto nel 2002<br \/>\ne riguardava il riconoscimento di un debito fuori bilancio ereditato<br \/>\ndall&rsquo;Amministrazione precedente. Fummo eletti nel maggio <st1:metricconverter productid=\"2002. In\" w:st=\"on\">2002. In<\/st1:metricconverter> sede di<br \/>\nriequilibrio di bilancio, a settembre dello stesso anno, fummo costretti a<br \/>\nriconoscere un debito pari a 421 mila euro. E per far fronte a questo debito<br \/>\nfummo costretti a contrarre un mutuo&rdquo;. Coladonato tiene a precisare che si<br \/>\ntrattava di mutui contratti per opere pubbliche, il rifacimento delle strade,<br \/>\nla palestra della scuola media e cos&igrave; via. &ldquo;Ricordo che, all&rsquo;epoca, la Giunta<br \/>\ndeliber&ograve; l&rsquo;acquisto di un fuoristrada per la Polizia municipale in quanto il<br \/>\ncorpo diventava anche organo operativo per la protezione civile&rdquo;. <o:p><\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'; color: #333333\"><o:p>&nbsp;<\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'; color: #333333\">Grazie ad agevolazioni rese disponibili da provvedimenti<br \/>\ngovernativi, il Comune era l&igrave; a scegliere la condizione pi&ugrave; vantaggiosa tra il<br \/>\ntasso d&rsquo;interesse proposto dalla Cassa Depositi e Prestiti e quello proposto<br \/>\ndall&rsquo;istituto di credito. Una vera competizione, insomma. Dunque, se <st1:personname productid=\"la Cassa Depositi\" w:st=\"on\">la Cassa Depositi<\/st1:personname> e<br \/>\nPrestiti avesse fatto un&rsquo;offerta conveniente, il Comune non avrebbe cambiato<br \/>\nente erogatore del mutuo, restando suo cliente. &ldquo;In realt&agrave;, l&rsquo;offerta della<br \/>\nCassa Depositi e Prestiti non fu conveniente; anzi, lo stesso ente ci indic&ograve;<br \/>\nquali mutui potevano rientrare in questa ristrutturazione. E questi furono,<br \/>\npoi, sottoposti all&rsquo;attenzione della banca&rdquo;, sostiene ancora Coladonato. <o:p><\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'; color: #333333\"><o:p>&nbsp;<\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'; color: #333333\">L&rsquo;Amministrazione De Grisantis punt&ograve; sulla contrazione di un<br \/>\nmutuo a tasso variabile perch&eacute; molto conveniente. Poco pi&ugrave; del 2%. Si considera<br \/>\ncome tasso di riferimento l&rsquo;Euribor, una sorta di tasso medio dei paesi della<br \/>\nUnione Europea (UE). Di recente, <st1:personname productid=\"la Banca Centrale Europea\" w:st=\"on\"><st1:personname productid=\"la Banca Centrale\" w:st=\"on\">la Banca Centrale<\/st1:personname><br \/>\nEuropea<\/st1:personname> (BCE) ha modificato questo tasso di riferimento. La<br \/>\nBCE stabilir&agrave; per l&rsquo;occorrenza il valore del tasso. Insomma, il Comune di Turi<br \/>\nriusc&igrave; a rinegoziare i mutui con un tasso che scendeva dall&rsquo;iniziale 5,7% ad un<br \/>\nvalore pari al 2,35%. A questo, andava aggiunto quello che va considerato come<br \/>\nil guadagno ottenuto dall&rsquo;istituto di credito che concede il nuovo<br \/>\nfinanziamento. <o:p><\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'; color: #333333\"><o:p>&nbsp;<\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'; color: #333333\">A questo punto, subentra una polizza assicurativa. Il cosiddetto<br \/>\n&ldquo;collar&rdquo;. Una sorta di tutela, una protezione per il Comune. &ldquo;Non andammo a<br \/>\nrinegoziare i mutui da sprovveduti. Ci siamo fatti redigere alcune stime ed in<br \/>\nbase a quanto conveniva a noi pagare a quel tempo, fu stabilito che qualora i<br \/>\ntassi fossero schizzati in alto, a seguito di catastrofi finanziarie, il Comune<br \/>\ndi Turi avrebbe pagato fino ad un tasso massimo del 6% di interessi&rdquo;. Oltre<br \/>\nquesto tasso, il rischio era nella responsabilit&agrave; della banca. <o:p><\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'; color: #333333\"><o:p>&nbsp;<\/o:p><\/span>\n<\/p>\n<p class=\"MsoNormal\">\n<span style=\"font-size: 10pt; font-family: 'Verdana','sans-serif'; color: #333333\">Il Governo, frattanto, ha assunto provvedimenti. Hanno dato un<br \/>\nsegnale. Il tasso variabile in merito ai mutui contratti dalle famiglie per<br \/>\nl&rsquo;acquisto della prima casa non potr&agrave; in ogni caso oltrepassare il 4%.
